How Customs Clearance Works in Pakistan: A Step-by-Step Guide

Documentation before the vessel arrives

Smooth customs clearance in Pakistan starts before the cargo lands. Your clearing agent needs the commercial invoice, packing list, bill of lading or airway bill, certificate of origin and any product-specific certificates in advance. Errors in these documents can cause clearance delays.

For first-time importers, an NTN, sales tax registration and PSW registration are prerequisites. A licensed customs broker in Pakistan can complete these registrations on your behalf.

Filing the Goods Declaration (GD)

Once the Import General Manifest (IGM) is filed by the carrier, your clearing agent files the Goods Declaration through WeBOC — now increasingly through the Pakistan Single Window (PSW). The GD declares the HS classification, customs value and applicable duties and taxes.

Correct HS classification matters because the wrong heading can mean overpaying duty or facing a customs dispute later.

Assessment, duty payment and examination

Pakistan Customs routes each GD through a risk management system — green, yellow or red channel. Green channel cargo is released on payment of duties; yellow requires document scrutiny; red means physical examination.

Duties may include customs duty, additional customs duty, sales tax, income tax withholding and, for some goods, regulatory duty or federal excise.

Release and delivery

After assessment and payment, customs issues the release order. Your agent coordinates with the terminal, arranges gate passes and delivers the cargo to your premises in Lahore, Karachi or elsewhere in Pakistan.
